FINALLY, WORK COMMENCES ON SECOND HOSPITAL ACCESS

Road works have commenced today on a second access road to ease traffic congestion and ease safety concerns regarding ambulance travel and emergency patient exiting of campus. The road which connects Phil Hawthorne Drive to the Campus is already used daily by approximately 200 hospital staff and ambulance vehicles. It is also a major spectator amenity for the adjacent Go-Cart complex. Council statistics will of course confirm these numbers.

Initial marking of potholes with pink  paint ready for filling. Users already say the road is safer as potholes are easily visible.

Note the grader in the Go-Cart facility only 50 metres away ready for imminent work on the second access.




University of NSW School of Rural Health Campus Coffs Harbour - Serious Potential OH&S Breaches



(An urgent email to OH&S manager Uni of NSW Sydney)

Dear Mr Janssen
I am a resident of Coffs Harbour and have had several occasions recently to watch your students at work within our hospital campus proper.
Could I draw to your attention a longstanding issue which goes to the safety of all those who use the Hospital precinct including your students.
I have included a link below detailing the raising of the issue by our local member in State Parliament.
This highlights the gravity of the problem but also reveals its longevity and the inability of parties to resolve same.
In short there arise myriad of potential safety issues due to the fact that the facility has only one entry/exit point.
Further, that entry/exit point is via the extremely busy and dangerous Pacific Highway.
I am fearful that UNSW may be unwittingly failing in its duty of care to its students at this campus.
I have copied several relevant parties to this email as a matter of courtesy and to expedite a speedy resolution to this issue.

Mr ANDREW FRASER (Coffs Harbour—The Assistant Speaker): [3.42 p.m.]: I raise the issue of parking at the Coffs Harbour health campus. While the health campus was being built and when it opened in 2001 I had several discussions with the then Minister for Health, Minister Knowles, in which I said that as he had reserved some regrowth forest on the southern side of the site when he was planning Minister parking on the new campus would be somewhat limited. I suggested that the Smiths' house at the front of the site should be purchased for future development or parking. The house was situated on roughly five acres and could have been bought at a bargain-basement price of about $500,000, but the Minister failed to do so. The site was purchased by a group of local doctors who are building a private health care centre that will complement the health campus. However, traffic congestion will further increase.

The builders arrive on site early and they park around and near the campus. At the back of the site is the North Coast Cancer Institute, a fantastic rural health facility, which also has cancer care units for visiting out-of-town patients and their families. Literally hundreds of people who work at the campus require parking for their vehicles. The ambulance station is also located on the campus site. It is a great campus and on many occasions in this House I have raised how stressed and overworked the staff are, especially the medical staff, nurses and doctors. The present problem is that medical staff now have to park off campus. Security is not the best and often staff have to park in an industrial estate across the Pacific Highway near a dangerous intersection. Recently nurses have told me that they have had to park in spaces at the emergency department because they do not feel safe going across the highway when they finish their late-night shifts.

My office and I receive complaints almost daily from people attending the health campus either for day surgery or to visit relatives and friends who are patients because they are not able to find parking spaces. In fact, each time I attend the campus for any reason I drive my four-wheel drive ute because I can climb the gutter and park on the grassed area. Unfortunately, after all the recent rain much of the grassed areas is boggy. An incredible number of people are parking on those areas anyway. Anyone who read or saw the local media after a couple of recent floods would have seen that the car park was flooded. This resulted because the drain on the southern side, which was identified in the flood study after the site was purchased, was never deepened, widened or concreted as recommended; council has never addressed the matter.

I have written to council and other departments to investigate improving the site drainage to ensure that the areas used currently as overflow parking will not be boggy for nurses, doctors and visitors to park in. Unfortunately, nothing has been done. I ask the Minister for Health to call for a report on opportunities to increase the parking area and improve access to the site. When the hospital was planned the agreement with council was for a road to be opened on the eastern side of the site running back to the Marshalls' estate, which is a sporting area, to enable unrestricted access to the hospital for ambulances attending an accident on the highway or if floodwaters cut off access via the highway. I appeal to the Minister to work with Coffs Harbour City Council and try to reach a resolution to improve the campus parking.

The campus is used comprehensively not just by the residents of Coffs Harbour but also at times by people from as far south as Port Macquarie for cancer care, and by people from Grafton for cardiac and cancer care. It is imperative that a solution is achieved urgently; otherwise I fear there will be problems not only with nurses, visitors and patients but also with people trying to cross the Pacific Highway.

THE BALL IS NOW DEFINITELY ROLLING - GO YOU GOOD THING!!

Thanks for getting on board Keith,
As I intimated to Nan below, this is a low impact 'get the ball rolling'
strategy which will achieve immediate results as follows:
- grade and gravel the 20 metres from the Go-Cart track to the hospital rear
entry (between the Mental Health Unit & Shearwater Lodge) - I note
ambulances are currently using the track I describe in extreme cases.
- this will immediately create 6 benefits
1. A second hospital exit
2. A second hospital entry
3. Alleviate traffic flows on & off the highway - this would reduce
ambulance response times
4. Eliminate the need for a costly northern entry road & bridge via Cook
Drive
5. Bring into play immediately the existing parking spaces at the hockey &
stadium grounds
6. Allow for segregation of long-stay (staff) & short-stay (patient visitors
& ED users) parking.

Beyond this initial fix, which is a reasonable long-term blueprint in its
own right, can I throw this 'embryo' out there:
There is potential for a Healthcare, University, Sporting and Entertainment
Centre Precinct across this collective space.
Sharing of resources being the key to solving this current issue and
enhancing and creating new potentially profitable enterprise.

Yes it has been neglected by governments of both sides for years. What
concerns me is talk of this community and council providing more of our
community land at no cost to government. This is cost shifting at its best.
Look at what this community/councils and service clubs have provided to the
government at no cost to date at this facility. It's a great facility but
government needs to front up with the money to fix the parking issue.

Firstly allow me to apologise for not replying sooner. I share in your frustrations regarding lack of car parking spaces at the base hospital. Countless times I've had to drive around and around looking for a spot. I'm just grateful I don't have to visit the hospital on a regular basis.

I drove my car to the hospital the back way past the hocky field and the
go-cart track today. There's about 20 metres of '4wd' dirt track, but it
'is' there as are vast sport parking areas which beg for use 5 days a week.
One day, one grader, some gravel and a couple of signs and we have a story!!
If anyone has a role of red tape they are inclined to bring along - leave it
at home.

"The car park at CHHC is always full. The car park at the adjoining Specialist Medical Centre (since when does Westpac treat the sick?) is always empty. The new car park at the Plaza is singularly the largest structure in Coffs. The RSL has a world class multi-storey amenity. Do we need to ad a major retailer and a licensed venue to CHHC to solve the parking problem? Should the tenants & clients in SMC be paying a toll to use the piece of road from the Highway to their boom-gates & baby grand? Has this issue been so very wrong for so very long?"
